I found a (unofficial, because it wasn't printed in the SA compendium) Sage Advice that says ability drain effects train your base stat, but the item keeps your practical stat the same. It wasn't talking about set effects like feeblemind though, so still a little grey there.
Nothing is protecting you from the other effects of the spell though, so it is up to the DM.
CHA is a measure of your character's personality, and 1 is as much as an animated object or robot.
Feeblemind says you can't cast spells, so you can't cast spells. Undoing the ability score damage doesn't change that, and you can't bypass that restriction by using Wisdom either.

CHA measures force of personality. PH chapter 7 also states that it measures "your ability to interact effectively with others. It includes such factors as confidence and eloquence, and it can represent a charming or commanding personality."
It's part natural je ne sais quoi and part how strong your ego is. Presumably, a very low charisma person comes off as awkward, lacks self-esteem and has trouble asserting themselves. Another way of looking at it is that when a person with low Charisma and a person with high Charisma interact, the high Charisma person is more likely to dominate the interaction or get what they want. But I don't think you'd become personality-less if you had an extremely low Charisma score.
If a creature fails Feeblemind however is wearing the headband of intellect, are they still able to cast spells?
I'd have them make a save and if they fail, and take off the headband, the spell takes full effect.
