A spell's level is given in its description and only changes if you use a higher level spell slot to cast it. The spell's description also tells you if it does anything special when cast at a higher level. Not every spell does.
Casting a Spell at a Higher Level
When a spellcaster casts a spell using a slot that is of a higher level than the spell, the spell assumes the higher level for that casting. For instance, if Umara casts magic missile using one of her 2nd-level slots, that magic missile is 2nd level.
Effectively, the spell expands to fill the slot it is put into.
Some spells, such as magic missile and cure wounds, have more powerful effects when cast at a higher level, as detailed in a spell's description.

Spells do not level up, you choose to upcast the spell. You can only do so if you have a higher spell slot available and if the spell does not have "At Higher Levels:" section then doing so does nothing special, except make it harder to Dispel or Counter the spell.
Your class level chart will tell you how many spell slots of each level you have (unless you are multiclassing) (spell slots are separate from spells known). When you cast a spell, it becomes the level of the slot used (you can't use slots lower than the spells default level).
