It seems incredebly ambigous on the matter but since it is a "spell attack roll" and all spell attack rolls are always spell abillity mod + proficiency bonus, their attack modifier for the attack would be your wisdom modifier plus their proficiency bonus?
Asking becuase i am considering combining this spell with a beast master baboon for horrifying effect and the difference between having +5 to hit and +7 to hit is pretty great

That's correct. Spell attacks include the attacker's proficiency bonus by default.
