Why are the only Urban Bounty Hunter tools gaming sets and instruments? How about disguise kits, holdout weapons, or some sort of D&D themed surveillance gear? Are all bounty hunters supposed to pose as bards, con men, or chess masters? I'm trying to run a high-society bounty hunter. Get a private meeting with the local shipping magnate who's elbow deep in human trafficking, knock him out, and get him on a boat to a city where he'll be tried for his crimes, especially if I managed to gather some extra evidence along the way. She could do more with a lady's fan, a masquerade mask, and a calligraphy set (for forging invitations).
Works great as a spy/infiltrator for a party depending on the objective.
You also can get thief's tools if you don't already have it.
Probably the reason to be proficient in gaming sets and instruments is to be able to get into different circles easily. No one looks closely at musicians, and all types can be found gambling.
It's just very limiting. My character is a Yuan-Ti Pureblood wizard who takes contracts on the rich and powerful, blending in among them at their social gatherings. She can get the respected shipping magnate who is involved in human trafficking in another country alone for a few minutes and the next thing you know, he's in the hold of a ship headed to where he can be tried for his crimes, especially with the extra evidence she obtained.
In case you're wondering why a Yuan-Ti would behave this way, she was a foundling raised by a kindly wizard who not only apprenticed her but instilled some very selfless values in her.
Getting other items is one thing. Getting proficiencies in them is another, and the main, issue,
Limitations on tool selection is the number one thing that causes me to choose a custom background, usually with no difference from the normal background except a tool that actually makes sense with the character.
Honestly, I'm creating a homebrew background right now called High Society Bounty Hunter/Detective. I also created a Masquerade Mask for use at masked balls (+1 Charisma).

In Chapter 4 of the PHB, it says you can tweak the features of a Background. Just change those proficiencies.
