Yes, as far as I'm aware you can wish for anything, it's just that certain things are guaranteed and that is indeed one of the things left up to the DM if it succeeds. I would allow it as a DM because Wish has a harsh penalty (necrotic damage everytime you cast a spell until your next long rest, Strength reduced to 3, 33% chance of losing the ability to cast wish) and it's a minor change really.
just had to ask for confirmation ty jay my two artificers have 10 and 11 int. mainly for backstory purpose. i made there stats logicly fit to the story. so they have high wisdom but low int
What I would probably do as DM is, instead of having their Spellcasting stat switch, I would switch the two stats themselves. Have an 18 in Wis but a 10 in Int, and you're trying to turn your spellcasting stat to Wisdom? Pllbt, that didn't work, but now your Wis is 10 and your Int is 18. Have fun roleplaying that ;)
Wouldn't it be easier and safer to just get the uncommon item Headband of Intellect? By the level you are to be casting Wish, procuring any uncommon magic item would be a trivial matter, especially as an Artificer who could probably just create one.

As the DM, Sounds like you mean to cast the Feeblemind spell for wish, necromancer roll saving throw.
In theory, and in practice using pen & paper, Wish can do literally anything your DM agrees to. Full stop.
In practice, on DDB, Wish is hamstrung by technical limitations of the system. I'm not aware of any method for changing the primary spellcasting stat of a class to a different stat. You'd think by now there'd be a toggle option somewhere in character builder options... it's not like the code doesn't exist to designate a spellcasting stat. 🤷♂️

That said - unless the DM says no - yes, Wish can do anything, including what you're asking. However, what actually happens is totally up to the DM.

Might I suggest... the DM changes their characters to be Clerics? That's probably what I would do...
