The description of each spell tells you what a healing spell does to certain types of creatures. Spells like Cure Wounds and Healing Word do not work on undead but they do not damage them, either.
There are no general rules for healing spells or specific creature types such as undead so this is a question that can only be answered on a case-by-case basis. Look at a specific healing spell, then look at the monster's stat block. If neither of them mention anything about that spell dealing damage to undead, it doesn't do so.
So far, none of the official spells or monsters have such a rule, and some magical healing options such as potion of healing work on any creature type, undead included.
In my campaign i allow it just for flavor. I akways thought it was cool to use the spells like that. Plus it takes away a healing spell from my players so it kind of hurts them in a sense as well.
And on the flip side, Inflict Wounds (and other spells dealing necrotic damage) don't necessarily heal undead. Hell, Skeleton and Zombie don't even have resistance or immunity to necrotic damage.

It didn't take away a healing spell any more than casting bless, bane, hold person, sleep, or any other non healing spell that uses spell slots.
