You could combine it, but I don't think Horde Breaker would even matter, because it's range is 5 feet from the original target. Volley is an area of effect, not a specific target, because it is a point you choose.
You can, but I'm not sure that you'd get the effect you want. Since multi-attack's attacks count as individual attacks, and Horde Breaker only allows you to make an extra attack once per turn, it would seem that this just allows you to essentially target an extra creature (or the same creature twice) with your Volley attack.

So far this session I have hit my teammates twice, flat-out missed 3 times, and only hit the enemy twice. Trust me, you don't want to borrow my dice.

If I have a longbow and a butt load of arrows?

Hoard breaker is only once per turn. So you can only attack 1 more creature than was hit in the volley (or one creature in the volley twice).

Can hail of thorns proc twice?
Hail of Thorns ends once it is activated by hitting with an attack, so it can't happen twice with the same casting.
Even a blind squirrel finds a nut once in awhile.
