What are the rules for putting someone in manacles? Most of the time it would only happen when someone surrenders or is unconscious, but could it be done against someone's will? In combat I would assume they would have to be incapacitated, but could you use sleight of hand on an unsuspecting victim? What would the DC be?
I'd probably just use the other guys AC as the DC. I'd make it use the player's action unless they're that rogue that can do sleight of hand on a bonus.

Personally, I'd require imposing the restrained condition as a prerequisite (e.g. with the Grappler feat). Otherwise, I'd allow it if two people are grappling the target with both hands. Once they're subdued, I'd require an action and a Strength contest to force their wrists into position while you put them on; if you have help, roll with advantage.

This. There are enough rules that are there that present the players with an adequate number of options. If you don't have any way to incapacitate the enemy or enough people strong and skilled enough to get a grip on them and hold their arms more or less still, you can't slap the shackles on.

However, Tasha's Hideous Laughter gives incapacitated and I'm not sure that would be particularly easy to manacle someone laughing on the ground. If they are paralyzed (which includes incapacitated) like with hold person then I would think there would be no check just put it on.
