So I'm running my first boss fight tomorrow, one of the enemies in the encounter is a witch. She has a couple cantrips, then she also has three levels of spells which can be cast 4/day, 3/day, and 2/day, with each category listing multiple spells. Do I treat those number of times per day as spell slots, or is it that number of times per day for each individual spell?
Her third level spells for example are dispel magic and sleet storm with the tag (2/day). Does that mean I can cast dispel magic twice and sleet storm twice, or once each treating it like two third level spell slots.
It doesn't in this case unless you as the DM change the rules and say they can. Innate spellcasting isn't using a spell slot, so you can't cast it at a higher level. Certain creatures always cast fireball at 5th level or something like that, but I'd recommend only casting the spells at their default levels.

The witch's spell block specifically notes that two of her unique spells can be cast with a higher level though.
Anyway second question, the fight is inside of a glacier, so is all ice considered slippery ice mechanically?
There are only 2 official witches and neither 100% fit what you've said, so it might be homebrew and a creator's mistake.
Up to DM (or the adventure source if there is one) if it is all considered slippery. After some fire spells are cast, I would consider making ice within the AOE become slippery. (Rules for slippery and thin ice here).

Each spell in the line can be cast X times per day.
DAMN! So I don't need to be so economic then. What about spells that can be cast in higher spell slots. How does that work?
