So, the 2024 description of Simulacrum doesn't say that it can[t regain spell slots, only that it can't take Short or Long Rests. So presumably if there was a way to regain spell slots without either of those methods, it could.
But what about Prayer of Healing? It says that the creature gains the benefits of a short rest. The spell description doesn't specify that the Simulacrum can't gain the benefits of a short rest, only that they can't take them.
Now, I definitely think this is stretch, because likely taking a short rest and gaining the benefits of, should probably be treated the same. But this does seem like another spot in the game where the imprecise wording leads to an odd interaction that the designers didn't consider.
It would also only work once since the Simulacrum cannot take a long rest.
I do not think it would work. But yes even if it does its of limited use unless other spells etc come out that push it further.
I still wish they had made the simulacrum a make a commoner that looks, acts, talks, has memories of target spell. Yeah its expensive but a free 20oth level wizard on the field is not something that can be balanced around.
This seems like this should work. That's the whole purpose of the Prayer of Healing spell after all -- so that the creature doesn't actually have to take the short rest -- it just gets the benefits of the short rest from this spell, which only takes 10 minutes to cast instead of the 1 hour that would be required to actually take a short rest. It wouldn't get the hit dice benefit from a short rest though since the spell explicitly specifies the only way that it can be healed. But it could potentially restore spell slots in this way.
RAW, I guess it does works to get the benefit of a short rest but wouldn't think it'd be RAI.
Since the Simulacrum can't long rest, it could only ever benefit from this once anyway. Prayer of healing use to never work on undead and constructs, so I suspect that healing not working on undead and constructs will be moved to the monster manual, if that's the case then it wouldn't work with RAW, we will have to wait until the 2024 monster manual comes out to confirm that however.

Several features state they are usable on completing a short rest but prayer of healing isn't completing a short rest, it is just getting the benefits of a short rest... So...
a) to stick to RAW to say it works, you then have to stick to RAW to say Arcane Recovery doesn't work off of Prayer of Healing
b) to stick to RAI to say it doesn't work, but then you stick to RAI to say Arcane Recovery does work from Prayer of Healing
I suspect 95+% of people are choosing B in this scenario.
To me "can't take a Short or Long Rest" is synonymous with "can't gain the benefits of a Short or Long Rest" in this case. They're obviously not trying to say it's incapable of sitting down for for an hour.
There's no rule against it recovering spell slots like it does for recovering HP, so using something like a Pearl of Power or converting Sorcery Points is fair game.
Another interesting observation is that monsters don't have spell slots any more. (Or presumably they aren't going to) Which means you could make a Simulacrum of an NPC and have it follow you around and it would still regain spells every morning as they are not spell slots, and come back automatically without need of a short or long rest. (Unless the monster manual addresses that)
