They can. The items allow you to cast an actual spell, not just a spell-like effect. 100% able to be targeted by Counterspell.

Is that in a Sage Advice somewhere? Spell scrolls explicitly remove material components only, and I’m not aware of any place in the books that states a general no components” rule for any other magic item type.

You just have to be able to see the caster in the process of casting a spell. It does not require the identification of any particular spellcasting component. Counterspelldefinitively works.
If you want to get into some of the more nuanced arguments I've seen, the result is still the same... an item not requiring you to perform components to cast a spell does not mean that there are no components happening--the item is doing it for you. It's not the same as a Sorcerer using Subtle Spell.

Sorry, my misunderstanding. Nothing in the text of counterspell requires verbal or somatic components. All it requires is that you see the caster casting the spell (which, in the case of a normal spell, can be nigh impossible without verbal or somatic components). In the case of a wand, for instance, whipping out the wand and doing whatever it is you do to cast a spell from the wand would suffice for allowing you to see someone casting the spell. I'm assuming you can't cast a fireball from a wand of fireballs while it's still in your pocket--at least it sounds like a bad idea to try it.

Correct. That is all there is to it. The only circumstance which would prevent a creature from attempting to Counterspell a spell cast from an item is one in which the caster cannot be seen. That's it.

Pretty sure they can. The items say they cast the spell, Counterspell says it works on spells as they are cast.

There are a few exceptions. Necklace of fireballs for example does not actually cast the spell, so can't be countered.
