I'm wondering how it could be possible to create a mummy lord.
Like if I killed an enemy and used gentle repose to keep the heart intact and do everything it takes to mummified a person, is there a potential way to raise it as a mummy lord?
I don’t think there’s a way by RAW. Upcasting create undead to level 7 spell can make you a couple of regular mummies. If your DM allows, maybe upcasting it further to a level 8 or 9 spell could create one. But they’re pretty powerful, keeping control of it is a whole different thing.
The way to do anything by RAW, that doesn't already have existing rules, would be to cast Wish or Miracle.
You could also use True Polymorph on a high level character to transform them into a Mummy Lord for an hour, but it would likely be limited due to the nature of the spell.
Combining True Polymorph and Wish to make the transformation permanent would probably be the safest way, but that requires two 9th level spell slots which are hard to come by. Though, a ritual requiring two 17th level casters and a 15th level sacrifice would be pretty compelling.
