You quoted the entire feature, and it doesn’t make any mention of awaken, so it seems you’ve answered your own question.
I've dabbled with treating The Bigger They Are as just substituting "Beast" for "Monstrosity with Intelligence score 3 or lower" for all features, spells, and abilities. It doesn't break much, just makes that character more unusual, because there really aren't many Monstrosities with 3 or lower Intelligence in the first place (man do I wish you could filter monster's by ability score on dndbeyond...). Wild Shape and Polymorph are probably the only two spells or abilities that might really start behaving in unusual and undesirable ways if allowed to include Monstrosities.

Devour Intellect. The intellect devourer targets one creature it can see within 10 feet of it that has a brain. The target must succeed on a DC 12 Intelligence saving throw aga inst this magic or take 11 (2d10) psychic damage. Also on a failure, roll3d6: If the total equals or exceeds the target's Intelligence score, that score is reduced to 0. The target is stunned until it regains at least one point of Intelligence.

I don't see why not. If the monstrosity's Intelligence then increased back to a higher score, Animal Friendship might end, and they might stop understanding your Speak with Animals, but while their Intelligence is low they should work temporarily.

Hi!
the Mark of Handling, as with all of the Dragonmarks, is actually a variant of the standard race that it represents.
In this case, Mark of Handling describes how it replaces the human's Ability Score Increase trait.
Note that this is not intended to be applied to the Player's Handbook variant human - they're both different variants of the human race.
All of this is managed for you automatically in the character builder, on the race tab, by clicking HUMAN followed by MARK OF HANDLING.

But, it isn't RAW. RAW, The Bigger They Are only effects Animal Friendship and Speak with Animals.
