Let's say that on my team I have a level 17 spellcaster buddy that casts the spell "Summon Elemental" and thus brings out an Elemental Ally for the team. Myself, being a great and powerful wizard likes the Elemental but would prefer it to be a Black Pudding instead of the Elemental. So I cast True Polymorph and change it into a Black Pudding.
Does that Black pudding stick around after my buddy ends concentration or at the end of the spell duration? I wonder, because it is now a different creature entirely than the one summoned, if it is still limited by the duration of the Summon Elemental spell.
If I was the DM I'd rule that it disappears after the end of Summon Elemental. I would let you use Planar Binding on the Elemental before you cast Polymorph to keep it around though.
I get that, and I agree with you that as a DM I would make that a requirement to keep the creature around long than the original hour. But what I'm curious is if by RAW, does using True Polymorph make the summon become a permanent creature?
The wording of Summon Elemental is "The creature disappears when it drops to 0 hit points or when the spell ends.". So regardless of what form the creature is now in, it still disappears. Notice that the spell uses the term "creature" rather than "elemental" everywhere.
And the new form would disappear when it dropped to 0 hit points too ;-)

Alright, that works for me, thank you
