I know Tasha content added additional class features at certain levels that are in addition to the PHB. There are some great additions in Tashas. But my question is do the players get what's in the PHB plus what's in Tasha's? Does a bard automatically get magical inspiration as well as what's in the PHB.
All the books beyond the Player's Handbook, Dungeon Master's Guide and Monster Manual are optional. The sections on optional class features tells you how to handle them:
Unlike the features in the Player’s Handbook, you don’t gain the features here automatically. Consulting with your DM, you decide whether to gain a feature in this section if you meet the level requirement noted in the feature’s description. These features can be selected separately from one another; you can use some, all, or none of them.
In other words, you can use whichever new options the DM allows you to take. You don't gain anything from turning down options unless the new feature would replace an existing feature though.
So in the example of bard, you would technically get 3 options at 2nd level two from the PHB jack of all trades and song of rest. Tasha as being an optional book presents another option at 2nd level Magical Inspiration. So a player when reaching 2nd level can pick two of the three options by mixing and matching if the DM allows it?

Most of the options in Tasha's are also in addition to the regular class features unless they specifically say they are replacing a class feature, like how the Ranger's optional feature replaces the Natural Explorer feature.
If your DM is allowing the Tasha's optional rules, your bard would get Jack of All Trades, Song of Rest, AND Magical Inspiration at level 2.
