Yeah, unfortunately I would have to agree with DxJxC: RAW it would only work if you rolled high enough and, once those slots are at level 4 or higher (Level 7 and above) they would not be able to recover any at all.
I don't think it would be unreasonable or game breaking to house rule allowing a warlock to receive a lower-level spell slot, although others may view it differently.

Right. Spending this feature on a warlock if you have literally any other caster (including EK or AT) in your group seems a waste.

So as stated, a wild soul barbarian can give a willing ally a (random) 1-3rd level spell slot as part of their Bolstering Magic feature at level 6th.
How would this work if the barbarian tried to give a level to a warlock who only has 1 level of spells (at 6th level, its 2 3rd level slots)
Would they get a slot back only if its rolled high enough, or if their slots are equal or lower than the roll? Would it not work at all?
Based on wording it will only work on warlocks if you roll high enough and later not at all.
