Is there a limit to how powerful a creature a user of True Polymorph can turn themselves or someone else into? I'm asking because I want to know if there's a way to keep players from ruining the game by maxing out their level and polymorphing themselves or their allies into something unfairly overpowered like a Tarrasque.
Yeah, the strongest they can turn into are weaker kinds of ancient dragons or stronger kinds of fiends.
Honestly the biggest shenanigans this spell is capable of isn't to turn into ridiculously strong monsters, but is actually to turn into other spellcasters to get slots back (even if they lose some spells in the process).

This is a good point, but I personally would not allow it. You can choose to become a human, but you cannot choose to change into an archmage with full spell slots. Yes, you can turn into some creatures with innate casting abilities, but even then there is no reason to have all the abilities unused either. At will abilities are fine, but limited ones might simply be gone or not available.
How would you rule something like an arcanaloth then?
Keep in mind the spell replaces all your statistics with the stat block of the monster, including spell slots.
How would you rule if they had 1 used and 1 unused level 6 slot before becoming an arcanaloth (which does not have 2 level 6 slots)?

Besides the cap on CR, it’s a concentration spell, so any damage they take has them making a save, granted, they use the creature’s save, which might be better than theirs. But just pepper them with magic missiles and let statistics do the rest. Or dispel magic.

This is exactly what I was mentioning, I that kind of case, I would simply roll a percentage and say that is the remaining percentage of slots available for that specific arcanaloth that you turned into. Might be good, might be bad, depends on the case and situation.
That’s not RAW though, you are introducing extra rules and mechanics that simply aren’t in the text. True Polymorph is a 9th level spell, on par with Wish...it should be extremely powerful, so if it says it copies a creatures statblock, then it copies the statblock, including a full slate of spells and spell slots. That is the closest RAW interpretation

This is exactly why I wrote that I would personally not allow it and add a small house rule.
My take is that using one spell to get a full complement of spells, is a bit like using wish to wish for extra wishes. I don't care how powerful the first spell is, it should not multiply its effect. After that, you are absolutely free to play it RAW and allow it.
you didn't mention in your previous posts that you recognized your interpretation as a house rule...my apologies for misunderstanding your intent; I assumed you were giving your own interpretation of RAW
