I've scoured the web and still can't tell. Do the Thunder Gauntlets qualify for the Dual Wielder feat? Is there an official answer for this or is it just "DM's discretion"?
I would say - only if you have the Dual Wielder feat. The Thunder Gauntlets blurb says they are simple weapons (if the hand is empty) - but it doesn't say they are light- so they aren't. Therefore they'll only work with Two-Weapon Fighting if you have the feat.

I think I would allow it with the feat. Ask your DM.
