So I was looking at the eldritch claw tattoo's description and while there's this whole section on the size of the tattoo relative to its rarity there appears to be no mention of mechanics changing between a common one and a legendary one. Am I missing something ?
Tatoo coverage is mostly kept from the UA version of tattoos where tattoos shared a single attunment slot (hence why they're generally weaker than normal magic items of the same rarity). In new rules it mostly limits the amount of Spellwrought tatoos you can have, as with most other tatoos you would run out of attunment slots long before you run out of space to tat up.

The "Magic Tattoo Coverage" section is information on all magic tattoos, not specifically the Eldritch Claw Tattoo.
The Eldritch Claw Tattoo only comes in Uncommon, as shown under it's name; "Wondrous Item, uncommon (requires attunement)"
Every tattoo has the coverage chart in its item listing because those are general rules that apply to all tattoos.
