I have an AM who has the Actor feat, so he can impersonate someone else if he hears them for one minute. And, of course, he has the Telepathic Speech ability, which does not need to be a willing creature.
Does this mean that I can possibly telepathically speak to someone in their own voice, roll a Deception check, to try to convince them that they are actually having the thought? For example, my PC tells someone to think of a number between 1-10. He then links with that person, says in their own thought voice what number, and the person feels like they actually picked that number.

yes and thus you have budget mind control
telepathy can do all sorts of things just ask my kalashtar over here you totally did not use telepathy to pass as a god and take control of an entire colony of kobolds
I also love the idea of using it to make the target think that someone standing near them is saying stuff, eg a not-so-trusted advisor or bodyguard muttering threats under their breath.
You could (my DM will allow it) use BA telepathic speech, cast with your action suggestion (subtle spell). And only you and your DM knows whats going on. ;)
