As damage, it is. I think of it as a way to move the entire party out of a bad arrangement. Besides, AM has so many good feature until this point, it's ok to have an underperforming capstone.
It is . . . okay. The damage isn't great and is pretty weak, but most sorcerer capstones aren't great (including the base class's capstone). It's basically a force-damage thunder step, with the same price in sorcery points, that can be coincide with a Quickened Spell. Due to those combos and the fact that it can be useful, it's definitely a better ability in most scenarios than doing thunder step, but isn't a very memorable or exciting capstone ability.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
On its own, maybe. Coupling it with an area of effect spell that you have quickened though can be a neat combo.
It's also a good way to set up any AoEs your party members may have too.

Its pretty much on par for all the level 18 sorcerer abilities, imho. But then, I consider most of them to be on the rather weak side, so YMMV.
