In the Ribcage section of the new Planescape release, it states that the ruler of Ribcage, a lawful evil devil, made a policy to keep Ribcage from being sucked into the Nine Hells by limiting the number of devils allowed in the city.
The text then goes on to say her ultimate goal is to get Ribcage sucked into the Nine Hells.
My question is, if this is her goal, and she is in charge of official policy, why would she enact a law that seems to directly undermine her own agenda?
Someone please read the text in the book and help me make it make sense. Thanks.
Previously the ruler of Ribcage was a Tiefling called Lord Paracs who controlled a portal to teh Nine Hells and limited the number of devils to stop the city being drawn into the Nine Hells. So, wothout actually having access to the new book, I would assume there has been some sort of change of leadership and Zelza would like to move the city into the Nine Hells, which could well get her promoted in the infernal heirachy, but she is having to keep the status quo of the old laws to maintain order as there are likely some very powerful people within the city that might not want to go to the Nine Hells on a permament basis.
