In short, both of my DMs and myself were discussing about MtG and Planeswalking. It eventually turned into a if planeswalking actually planar travel, making closer to using plane shift or is it closer to universal travel, which would make it closer to casting Dream of the Blue Veil? I'm curious if there's been anything regarding this topic and if not, how would you rule this.
I'm also surprised that we've had two MtG books and from what I can find, there are zero official rules on this topic. The closest I could find was this article after some looking of my own, which could be summed up as planeswalking =/= plane shift and up to DM on ruling.
It depends on the cosmology of your universe. In the typical setting, with a material plane full of many different worlds, it would be more akin to dream of the blue veil. However, in a universe where different worlds are different planes, it would be more like plane shift. In the MTG universe, I believe it's more like plane shift.

You are correct: there are no official mechanics for Planeswalker PC's (discussed here). However, alternate worlds on the Material Plane (what you called "universal travel") were previously considered alternate Prime Material Planes. And even if that is not the case for your campaign, reaching a different Material plane world is still probably most easily done by Plane shifting to a non Material plane, then plane shifting back. In that respect: Dream of the Blue Veil (which can only go to other worlds on the Material Plane) is more limited than the Plane Shift spell (which can go to any Plane), but doesn't require a tuning fork (though Dream of the Blue Veil takes longer and requires a magic item or creature from the alternate Prime Material plane).
However, if you differentiate being the between plane shifting and world shifting, I suppose planeswalkers might be more like world shifters.
