I have a player the is playing a drow noble and from what I know drow are known for attacking and inslaving the surface world. So why would any local rulers want to meet with one. How would they get a noble title anyway. Any advice would be appreciated

Well...you COULD go for the Drizzt route where he left the Underdark, sickened by the actions of his peers, and tries to live a normal life on the surface world. I mean Drizzt was respected in Icewind Dale but it took ages and the good word of Bruenor Battlehammer to get to that point. It also depends in what universe you play. In Eberron the drow are pretty much a-ok with the other races.

Nobles of opposite factions meet all the time as a matter of diplomacy.
How a Drow obtains a noble title is not immediately evident, but presumably they could have a feudal governmental structure. The titles may not be Baron and Marquis, but some other respected names. The game play value of it doesn't require the same title names, and even benefits if they don't use the same titles. Since he is a PC there would be no way to use this, but if he were an NPC he might be 'claiming' to be a noble but not a noble in fact.

Drow society is a matriarcy, so I don't think any male drow would be a noble?
We live in a patriarchal society and yet female nobles have existed in history.

Being a noble doesn't mean one has a title. It means someone in your family does or did.
Historically, foreign nobility or royalty-- even deposed royalty-- usually received hospitality. The character could practically be an outlander, which also has the perk of hospitality rights. Maybe the nobility wants to hear grisly tales of the underdark (after all, they probably don't travel widely and such travellers are probably the only way for them to experience much of the outside world) or other exoticisms. Perhaps they think they could use the Drow Noble to their benefit. Maybe they just want the prestige of having played host to a foreign noble.
Sorry, I should have clarified. No drow male can be in any higher position than a female. That's why they're all 1) statistically weaker than females and 2) filling up all of the lowest slots of society. I think they can even be slaves if they're disobedient enough, just like any other race.

Are you trying to tell me that a drow female who is from a plebian family is going to have a better time that a male from a royal family?
That's foolish. In such a cut-throat society, I refuse to believe that people would willingly forgo advantages because half of the population isn't "cared about that much." You wouldn't throw brothers and male cousins away just because. You might limit their roles and importance but they are another arm to hold a sword. There is also no way you would ensure loyalty by treating them as a sort of subspecies-- because they could benefit more by betraying than serving. I have a hard time believing that any people so practised in politics, infighting and animosity as the drow wouldn't be able to see and understand this much better than I do.
Besides this, drow still need to breed and form alliances. Marriages between houses must still occur, so for that reason alone, one must keep men around. Besides that, drow consorts, from what I've seen, do have some privileges. From my understanding, they are often employed as masters of arms and military leaders. Are you telling me that you are going to keep your military captains in worse living standards that the homeless or the destitute? That's asking for a mutiny. Power considerations alone would inform that this is a poorly-conceived idea. That is only multiplied when one considers they are from the Underdark, in which Drow society faces not only intense internal competition but external as well. If they threw away resources just because they would topple as a society because they would be faced with empires that would not inefficiently manage their resources.
Not what I mean. In any given category, females would be in higher place than men. I don't think any would be in the basic military, but any female warrior in any sourcebook is better than a male stats-wise. Not saying that drow nobility has only females, but in the societal category of noble, all females would be more respected. Like in everyday life, a noble male would be more respected than a commoner female, but in the same category the opposite would be true.
