The general consensus seems to be most undead, other than spirits/lichs/deathknights, lack a soul. This includes Vampires. However, when we take into account Elven souls and their eventual reincarnation, things get weird.
What would happen if an Elf had been a Vampire for 500 years... Would it be possible to meet their own reincarnated soul?
From what I've seen, Vampires are the biggest grey area. Lichs and Deathknights explicitly do have Body, Mind, and Soul. Wraiths and other spirits *are* Soul, sometimes Mind. Skeletons and Zombies explicitly don't have Soul, nor Mind, and are just reanimated Body. Vampires... It doesn't say, other than that they have Mind (and obviously Body), because they can retain their memories/ect. And are capable of rational thought the same as a humanoid.
Upon looking it up, it's pretty divisive. Since it's never written, it's hard to tell. My thoughts are currently on the side of "They don't" but that's only because it fits a neat little venn diagram.
If you want to do a FR and Ravensloft arguably canonical lore dive, check out the various appearances of Jander Sunstar, and good luck making sense on whether there's an official lore position on your question via that guy's exploits.
I don't know if he shows up elsewhere in 5e, but he does have a scene in Descent into Avernus, where the PCs have the opportunity to arguably free his soul, finally (maybe).

No. Their soul is inside of them and probably won't come back if the vampire is destroyed.
