Hello Forum, I wasn't sure where this fell so i figures this was a general enough place to ask.
My question pertains to Wish spells obtained though everyones favorite magic items. Luck Blade, Deck of Many Things, and the Ring of 3 Wishes.
It is pretty general knowledge that almost every entity that can grant wishes will throw in an unforseen consequence because of lazy or ironic wording. But what is the general veiw for Neutral Wish Granters, i.e. Items, and i geuss a Wish Scroll?

The spell works the same regardless of what is used to cast it. Arguably, the items do not directly grant the wish, but simply connect you to the entity that grants the wish. Regardless, unless a specific rule states otherwise, casting a spell from an item works identically to casting it by other means.
I monkey-paw wishes depending on source of wish, location of wish and wording of the wish spell.
Effectively it means that wishing for any effect of spells 8th or lower or any of the listed effects have a base 0% chance of monkey-paw.
modified as follows
on the ethereal plane +5%
on an inner plane +10%
on an outer plane +20%
alignment difference of plane to pc +5% per step (material plane, inner planes, astral and ethereal are neutral)
wish granted by djinn +5% (the magic is stolen by the djinn so it mostly avoids the immediate effects of going sideways but the entity robbed blames the pc's)
wish granted by nearest entity capable of granting the wish +5% per step of alignment difference (doesn't count on prime material plane)
pc is casting the wish themselves -10%
if you stress yourself casting the wish +33%
ad-hoc modifier + or - 5% or 10% (+ rule of cool, - stalling play, - writing out a wish as some kind of contract, + world saving intervention, - selfishness)
I usually roll this behind the screen and decide based on how the roll goes
I'd say it depends on the source of the Wish. If the Wish is being granted by an entity who is friendly to the one making said Wish, I'd give it a lower chance of monkey pawing and reducing the effects to which it does monkey paw, provided the character making the Wish doesn't word it incredibly foolishly. If the Wish sticks to spell replication, then as long as it doesn't come from an evil artifact or hostile entity, then I'd outright avoid or water down monkey pawing. If it seems like I'm being soft here, it's worth noting that most sources of the Wish spell are dangerous creatures or magic items.
If the Wish comes from the Deck of Many Things, I'd flip a coin to see how evil you want to be. For other magic items, I don't think most creators of magic items (besides artifacts) are directly connected to them, but then again, most Legendary magic items are all but artifacts in their own right anyways, so it's up to you how connected the creator of the item is to the item. If the creator of the magic item granting the Wish is connected to the item, use the creator as a basis for how much to monkey paw it. If not, imagine it not as the universe intentionally screwing over the one making the wish, so much as them potentially playing with a force they don't understand. Don't be too petty with screwing them over for the sake of it, but if they aren't careful when making big changes to reality, don't be afraid to have it either fail or outright bite them.

My default assumption is that the universe hates PCs.

I actually LoL'd. I'm a very forgiving DM and try my best to have the universe love the PC's. Within Reason.

I'd say it depends on the tone of the campaign.
