In short: would you as gm double the heal? And why?
On my part: the damage is doubled because its part of the hit (additional damage), but the heal is a secondary effect that shouldnt profit from the crit.
I would allow the double healing. I imagine it as a power surge is causing the extra damge. so I can also imagine the same surge providing extra healing.

Nope. Critical hits double damage dice. The healing effect of Arcane Jolt has nothing to do with the damage of the attack.

It does 2d6 damage on 2d6 healing so the damage would crit
