Yay! We finally got news that the new Eberron stuff and artificer (and other subclasses) will be officially released.
Does anyone know how dndbeyond will do this? As a new base class will they have it locked entirely? Will they allow everyone access to the actual class (with only 1 free subclass) and charge for the rest?
This will be the first time since DND Beyond started supporting Unearthed Arcana that a UA article will make it into a book, so it will be interesting to see how DNDBeyond handles it. DNDBeyond has said they will not remove past characters that were created using the UA, what they haven't said is the creation of new characters. So this what I think they will do:
NOTE: This is purely my own speculation
The UA Artificer will be removed and replaced with Official Artificer.
This process will include migrating all existing UA Artificer Characters tot he Official Artificer
To create a new Official Artificer, you will need to purchase Eberron: Rising from the Last War
If you have not purchased Eberron: Rising from the Last War, existing (UA-Migrated) Artificers will be useable, but will not be able to be leveled up until you purchase Eberron: Rising from the Last War.
This behavior falls in line with how they handle when Content Sharing is removed from a campaign. The character is still useable, and viewable, but leveling up removes access to all non-purchased material.
Free class access with one subclass is the freely offered Basic Rules. That's not a DDB decision, that's a Wizards decision - even without DDB a player can go download the Basic Rules for free and play a (highly stripped-down) game of D&D.
The artificer is not part of the Basic Rules, given that they're doubling down on the 'Eberron Only' thing. You'll need to purchase access to it. What happens to pre-existing artificer characters is up in the air, but Grizz laid down some solid logic. Seems like that would be close.

Guildmaster's Guide to Ravnica: "Am I a joke to you?"
Ravnica races were UA first and GGtR also printed the previously UA Circle of Spores druid. So we at least have how that was handled to figure out how DDB will handle this.

Characters will not be forcibly changed. The UA versions of any content on DDB will remain supported, but will no longer be accessible for any character that did not already have it.
The new artificer may also be added to WGtE (I'm not 100% sure, but I think some interviews mention this. I'm going to buy the new book anyway, so I didn't care to fact check). And we don't know if the base class (with or without sub-classes) will be available for free, completely new ground there.

We know at least this much. But basically just not the few questions in the OP.

We have about 3 months.
I'm not sure even DDB knows yet. The free access to base class with 1 subclass was allowed by WotC.

Yea, I forgot about Guildmaster's Guide to Ravinica. Oops
