1) Yes, but it only works with your Pact Weapon. And, no, it doesn't stack with Extra Attack. You choose to take attack twice from being multiclassed in another class that gets Extra Attack, or you choose to attack twice using Thirsting Blade, not both.
2) Yes, it does. Hex also adds 1d6 necrotic damage to every blast.
3) Warlock spell slots automatically scale levels as they gain levels, so you're almost definitely not going to be in a situation where you're going to do that. However, yes, in theory, you could have level 1 Warlock Spell Slots and use an Eldritch Invocation feature to cast a higher level spell using that spell slot. This isn't how it work, though.
4) You get one pact weapon at a time, not two. If you want to dual wield rapiers, you also need the Dual Wielder feat. If you use Hex Warrior on a rapier while also summoning a Rapier with your Pact Weapon, you may use your Charisma Modifier for attack and damage rolls for both weapons, though.

Yes to extra attack, no to gaining 3rd and 4th attacks.
Yes, Agonizing Blast is lethal, and a must have Invocation, especially for a Hexblade at lower levels. At 5th level, assuming an 18 CHA, plus Hexblade's Curse, you should be looking at d10 +7 on each of your 2 EB's. At 9th level, assuming a 20 CHA, that is then 2 @(d10 + 9).
No. And for a Hexblade, do not waste your precious Invocations on some one time a day spell.
You have only ONE Pact Weapon at a time, and you can have a separate Hex Warrior Weapon. But no, two Rapiers is just a bad idea.
Your build for a Hexblade should have the holy trinity of Invocations at 5th level: Agonizing Blast, Improved Pact Weapon, and Thirsting Blade. Then it gets tricky at 7th level. Eldritch Smite is a huge Invocation, but depending on your species, Devils Sight is very important.

1. Yes, but just like Extra Attack it doesn't stack or multiply. If it says you can attack twice, you can attack twice. It does NOT say "you can attack an additional time". So if you have two abilities that say "You can attack twice", you can still only attack twice. So if you multiclass in to a class that gives you Extra Attack, the Thirsting Blade invocation becomes redundant.
2. Yes, and it's glorious. It also means that it REALLY starts to get good at Level 5, when you start getting multiple beams with Eldritch Blast.
3. Every spell you cast with a spell slot has to use a spell slot of the spell's level or higher. Your Warlock spell slots will increase in level as your Warlock level increases though. Any Invocation that gives you a spell like that comes at a time when your Warlock spell slots are high enough level to cast it.
4. As a Hexblade Bladelock(yes, you can be a Hexblade Tomelock or Chainlock, or whatever nickname the new Pact of the Talisman gets), you can have a Hex Weapon and a Pact Weapon, and they do not have to be the same weapon. Your Pact weapon gains all the benefits of a Hex weapon(attacking with Charisma), but your Hex Weapon does NOT get the benefits of your Pact Weapon(such as those from Thirsting Blade, Improved Pact Weapon or Lifedrinker). So you could have one rapier as your Pact Weapon, and a different one selected as a Hex Weapon, and dual-wield them with Charisma, using Thirsting Blade to swing the Pact Rapier twice before using the Hex Rapier with your Bonus Action.
