Would you consider it reasonable to assume that a first level warlock could keep a one hour duration, non-concentration, spell up pretty much all waking hours (with small gaps between castings) if they're just using the time for activities that would normally qualify for a short rest (studying, making conversation, etc.)? Would it matter which spell (e.g. Armor of Agathys vs. Comprehend Languages vs. Unseen Servant)?
Let's assume that this scenario you're talking about is a day where your warlock just chills around with their homies. Sure, you're practically "short resting" the whole time. But, would most DMs allow that? Mayyybe a few.
It sounds to me like this is to be prepared at all times so if a surprise encounter happens, you're not caught with your pants down. However, let's say you use your spell slot at 6 pm on armor of agathys, but at 6:25 you get urgent news you're needed somewhere so you travel there hurriedly for 30 minutes. You're not short resting anymore at that point. 5 minutes later, Armor of agathys falls off, and then you're attacked... and you don't have a spell slot. What then? The point is, unless the spell has a looong duration like mage armor, you're better off using your spell slots at the time of need, or maybe a bit before hand, like casting armor of agathys before you enter a dungeon and not while they're just making conversation.
Personly if you are doing nothing then yes I would allowed it. In the example above I would allow you to have it at the start that with the spell slot and the spell with a random roll (d6+d10 instead of d100 to see how much time is left. 6 being 0) and then let you play it out.
