For Eldritch Invocations, it mentions under eyes of the rune keeper than "You can read all writing." and we came across encrypted writing. By what is written I would take this to mean I can read it, but are the RAI for encrypted text, hidden languages like druidic, or just all normal languages that can be learned?

Compare it to the wording of Comprehend Languages. Comprehend languages has restrictions on what you can read but Eyes of the Rune Keeper doesn’t have any of those restrictions. That means it can read encrypted writing.
That’sif It has words. You could probably read a launguage you don’t know (or numbers, or a long forgotten magical language) and know hat it says, but if it’s incripted using words written in a language (such as Sunset Dig Potato or Fire Ice Water), you wouldn’t know what they meant. But how many times do criminals speak in that type of code when they know a long forgotten mystical language?
What im saying is, it says you can read it, but not understand it. You know what it says, but not what it means, basically.

I would say that you can read all writing, and that writing includes all signs, figures, and symbols that were intended to leave meaning.
