I am making a level 11 wizard for a one-shot and i know i can learn 6th level spells and all that but when making a character i only have access to cantrips and 1st level spells.
Note that learning spells and specifying which spells you have prepared is a different thing.
If you head back to the character builder and look on the page where you have your wizard levels, there is a tab for spells - you can define easily there which spells your wizard character has in their spellbook.

Often the page will need to be refreshed after levelling up before it recognises you have access to add higher level spells.
