Exactly how would I create a changeling similar to the one on ST:DS9. I want her to be a wizard, but to be able to change into anything of any form, just like Odo of DS9. I even want to have her to exist naturally in a liquid state. How would I build something like that?
You wouldn't unless your DM gave you an ability to do so. You can come close with a level 10 aberrant mind sorcerer or a level 10 moon druid. At least the squeezing part. I think there's a spell that lets you do similar, but shapechanging into liquid is a hard get.
You might be able to con talk to your DM and convince him/her to let you homebrew "Gaseous Form" in to some kind of liquid form.

The only way to get away with it would be by purchasing 9th level spell scrolls, which would have a chance of failing. However, as these are Legendary items, the odds of getting one, let alone more than one, approaches 0.
Making an Odo-type character is extremely powerful, so as others have said, either your DM simply handwaves it, or you won't get it.
You could always ask your DM do give you an ability like that of a Vampire, instead of turning into a gaseous state a liquid one in exchange for having vulnerability to all cold damage. It's a thought but all in all you'll need to ask your DM for help with this.

If a wizard only has spell slots up to level 8, can he cast a level 9 spell using a lower spell slot?
