yes. "You shape an illusory duplicate of one beast or humanoid that is within range for the entire casting time of the spell." is the first line of the spell. So yes you're going to have to get real acquainted with that person if you want to make a simulacrum out of them.
At that point you'd be better off just talking to the real archmage to get access to their book or trying to steal the original book

If I create a Simulacrum from an Archmage from some hair i got
can the Simulacrum scribe his prepared spells into a blank spellbook?
im pretty sure a wizard can just not sure about a Simulacrum
I know i would need to take time deciphering it to copy into my own spellbook
