I'm asking based on the fact that the wizard character mentioned above has all the cantrips they can learn, but if they take a spell scroll and learn the cantrip to add to their spellbook, how does that work if their cantrips are already maxed that they can learn for their level.
If the DM is allowing (AL allows this) Cantrip Formulas, then a wizard can switch out cantrips after every long rest. No need to track cantrips in your spellbook at all. If the campaign isn't allowing that optional rule, then ask the DM about copying them into your spellbook (generally 1/2 cost & time of a 1st level spell).
As for having more cantrips in your spellbook than you can cast. That's just like spells. You start off with 6 1st level spells but can only pick 4 (assuming INT 16) to have available to cast per day. You switch which spell or cantrip you have available after a long rest.
You can't scribe cantrips from scrolls. Scribing is specifically for spells of 1st level or higher.
Copying a Spell into the Book. When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a spell level you can prepare and if you can spare the time to decipher and copy it.

Yup we have adopted this rule and it doesn't break anything. We implemented it by having found spellbooks have cantrips. Those are the one a Wizard character can put in their spellbook and can change out. Xanathar's has rules for putting them on scrolls , and for copying it in a spellbook we use the rules for a 1st lvl spell divided by two. The cantrip still needs to be on the allowed character's allowed spell list. The part italics is the house rule the rest comes from the official and optional rules.

If your A DM, or are potentially receiving a bonus cantrip from a DM as a player, there’s no problem with that. It’s a nice reward.
