Forged in the upper vaults of Valkyros from storm-treated aetherweave and crystallized static essence. A long cloak of storm-woven cloth with a shimmer like rippling thunderclouds. When active, the edges ripple as if caught in a wind no one else can feel. Glowing Aether-inscribed runes of Valkyros command script drift across the trim when concentrating on magic.
Base Properties (Tier I)

+1 to AC. The mantle crackles with ambient storm energy, subtly deflecting mundane and magical blows.

Storm Stabilization. When you cast a spell that requires concentration, you gain advantage on your first Constitution saving throw to maintain it.

Gale-Threaded Fabric. Grants resistance to thunder damage.
Tier II – Mantle of Echoing Arcs
Unlocked after casting 25 spells using concentration while wearing the item.

AC Bonus increases to +2.

Storm Channel. Once per long rest, when you cast a spell with concentration, you may choose a second concentration spell to hold simultaneously for 1 minute. You must still concentrate normally, but may drop either spell as a bonus action.

Lightning Buffer. When struck by lightning or thunder damage, you may use your reaction to redirect 1d6 of the damage back at the attacker as force damage.
Tier III – Tempestrix Mantle
Unlocked upon completing a major Arclance trial or unlocking a secret of the Stormheart Engine.

Twin Conduit. You can now concentrate on two spells simultaneously for up to 1 minute once per long rest. At the end of this duration, make a DC 18 Constitution saving throw. On a failure, suffer 1 level of exhaustion.

Static Veil. As a bonus action, you may activate the cloak to become lightly obscured in crackling wind. Ranged weapon attacks against you have disadvantage for 1 minute. (Recharge on long rest.)
