While Basil is wearing the amulet he gains plus 2 to his Int and wis scores.
When taking damage Basil can use a reaction to channel the essence of Basil's nonsense into themselves expending 1 charge:
Roll a D4, on an odd number trigger effect 1, on an even number trigger effect 2.
1) You may cast a spell of 1st level at the attacker without expending a spell slot. The spell instantly hits the target, no rolls or saves required.
2) Roll a D8, on a 2-8 reduce damage taken by that amount. On a 1 roll a D6, take that much additional damage as the nonsense strikes back at you.
The amulet holds 3 charges and refills 1 charge every time Basil triggers wild magic.
