Wondrous Item, rare

This 18 inch shallow bowl is made of platinum and has a mirror finish to it. When a liquid is poured into the bowl the contents begin to swirl slowly and small ribbons of magical energy waft over the rim and away from the bowl. Even though this item does not require attunement a user of the bowl must be able to cast spells using spell slots.

The magical nature of the bowl allows an individual to expend spell energy to cast a scrying spell. To cast the spell the user must expend a number of spell slots equal to or greater than a total of 5. This can be a single spell slot or a combination of any number of spell slots as long as the total spell slots expended is 5 or more. If the scrying is successfully cast the image from the sensor created by the spell appears in the liquid of the bowl for any observers to see, though the user can force others to make a Wisdom saving throw equal to their spell save DC in order to discern the image. For the duration of the scrying spell any divination, illusion, or spell that allows for communication may be cast through the bowl. If such a spell requires targeting a creature they can only be the target of the spell while they are visible by the sensor created by the scrying spell.

Using the bowl not only requires the expenditure of spell energy, but it is also mentally and physically draining as well. When an individual has finished casting a scrying spell, whether successfully or not, and the duration of the spell has finished they suffer 5 points of psychic damage that cannot by mitigated, prevented, or bypassed with temporary hit points. In addition the user of the bowl has their maximum hit points reduced by 5 until they finish a long rest.
