Wondrous Item, legendary (requires attunement)

The Draconic Talisman is the magnum opus of the infamous kalashtar artificer, Thaniyer of Sharn. It is an intricately designed pendant made of targath, a rare metal found on the shores of Argonnessen, with a central slot to insert a single vial of dragon’s blood. The pendant is covered in runes designed by the mad artificer, though inspired by the professional runes of house Cannith and the powerful runes of the ancient giant cultures of Xen'drik, particularly the Cul'sir Empire and Zjai Aqat.

The Draconic Talisman has the following properties while worn or held by an attuned character.

Powered by Dragon Blood. The vial of blood slotted into the Talisman can be removed and replaced as an object interaction. The amount of charges the Draconic Talisman has depends on the age of the dragon whose blood lays inside. A wyrmling grants 3 charges, a young dragon 6, an adult dragon 9, an ancient dragon 12, and a greatwyrm 15. An individual dragon can only contribute blood once and the charges do not replenish once expended.

Ascendant Focus. You can use the Draconic Talisman as a spellcasting focus for your spells. When you cast a spell of 1st level or higher while using this focus, you can expend 6 charges to treat the spell as if it were cast using a 9th-level spell slot.

Draconic Resilience. You have resistance to one damage type determined by the kind of dragon that provided the blood in the vial. As a reaction when you take damage of that type, you can expend 1 charge to become immune instead.

Elemental Exhalation. As an action, you can expend 3 charges and exhale a 30-foot cone of destructive energy. Each creature in that area must make a DC 18 Dexterity saving throw, taking [roll]8d6[/roll] damage of the type dealt by the dragon whose blood lays in the vial’s breath weapon on a failed save, or half as much damage on a successful one.

Safety Measures. If you begin your turn unconscious and dying and have at least 1 charge, 1 charge is automatically deducted and you regain 1 hit point.

Draconic Evolution. After every 3 charges spent or whenever you are subjected to a dragon’s breath weapon, roll on the Draconic Evolution table.
