Wondrous Item, very rare
This arrow, when fired, burns the shaft in a bright light, similar to looking into an eclipse. The light fills a 10 ft sphere with extremely bright light.
All creatures within the 10 ft area must succeed on a DC15 Constitution saving throw or suffer the Blinded condition for 1 round.
If combat has yet to occur, the affected creatures suffer from the Surprised condition.
Notes: Blinded
