This device has 3 charges and as a bonus action, you can spend a charge and select any creature within 30 feet of you. If it is a construct, then it must make a constitution saving throw or have disadvantage on all attack rolls for a minute, on each of it's turns, it may repeat the saving throw. If the target is not a construct, then nothing happens. Once all three charges are spent in explodes in a 1 inch cube, any creature touching that cube must make a constitution or take 9(2d6+3) lightning damage or half on a successful save.
The device looks like a cylinder that is 3 inches long and 1 inch in diameter. On its side, the letters "EMP" are written along with "Warning : Not for children, and not for daily use, extremely dangerous"
