Wondrous Item, legendary
A strange 12" ball of what appears to be entwined strings of metal with a hole approximately 3 inches in diameter on one side. If the phylactery of a Lich is placed within the ball the Lich cannot gain any progress on reforming a new body. If part of a creature is within the ball it is unaffected by any spells that could bring it back from the dead except true Resurrection. While a part of a creature is inside the ball time does not pass in regards to ressurection, reincarnate, or true ressurection, so if a creature died 1000 years ago and part of it's body was inside of the ball then it could still be revived.
