Amulet of Lighting

Wear this amulet to control lighting strikes and some weather ( rainstorms, lighting storms, etc). This amulet consumes the wearers wisdom and strength  by  1.5 % every time you use it and adds .5 to every other use. To reset it back to 1.5 and reset your wisdom and strength back to normal, take a long rest. A short rest will only reset your wisdom and strength but do nothing about the amulet.
