When used on a friendly creature of the owners choice (including themselves), this item increases the volume of the target's hair by 100% and provides advantage on persuasion checks for the next 10 minutes.

When used on one enemy's feet, it will cause them to stick to the ground and will reduce their walking speed by 50% and cause disadvantage on any stealth checks due to the loud squelching sound their foot makes when it leaves the ground.

This item can only be used 2 times per long rest to avoid environmental damage.
