This eyeglass frame contains shaded lenses that can be flipped up or down to cover the wearer’s eyes. While the lenses are down the wearer has Advantage on Perception checks while in bright light but Disadvantage in dim light and darkness, and also can’t be Blinded due to light.

I love this concept. 😺 I know the rules said to keep the description short, but I have a few thoughts for your 2.0 version:
* RAR, creatures already have disadvantage on perception checks in dim light.
* Creatures with sunlight sensitivity could benefit from these shaded lenses.
Maybe the description could be re-written to something like:
"... While the lenses are down the wearer has Advantage on Perception checks while in bright light but dim light is treated as darkness. They also can’t be Blinded due to light, and any sunlight sensitivity is negated."
Also, whether the shaded lenses are up or down might come into play during combat, so for greater flexibility, you could add something like:
"Flip-up shades may be donned or doffed as an interaction. The lenses may be raised or lowered as a reaction or, on subsequent turns, as an interaction. However, if a bonus action or action is used, the shades may be donned or doffed and the lenses may be raised or lowered as part of the same bonus action or action."
DMs & players might keep the following in mind:
* PCs get 1 interaction on their turn. If they want to interact with another item on the same turn (or do something else with the same item), they would usually need to take an action (2014) or the magic action (2024).
* PCs get 1 reaction per round, so if the wearer chooses to use it to, say, lower the lenses to keep from being blinded by light, they won't be able to take another reaction until the start of their next turn.
* Depending on how gritty your campaign is, you might require the lenses to be down when the creature stows the shades or there might be a something percent chance that the flip-up lenses detach from the frames, requiring an action (2014) or the magic action (2024) to re-attach them...
