This artifact evolves with the person it is attuned to.
It appears as a necklace of creature claws of various species, some recognizable, some distinctly strange.
At first level: you gain a +1 bonus to the attack rolls and the damage rolls you make with unarmed strikes and natural weapons. Such attacks are considered to be magical.
At second level: You gain Echoes of the Beast. When you use your wild shape, if you have wild shaped before in the same day, faint spectral versions of past forms briefly overlap you. You can use your bonus action to make an attack with these spectral animals as though they were taking the attack action. Once the Spector makes the attack it fades away.
At third level: You gain the ability to possess tiny and small beasts. As an action you can possess any beast you can see for an hour. This allows you to see thought the beasts eyes and direct its actions.
