This magic item is actually a meteor hammer (it's only listed as a whip because I was forced to choose a weapon that's registered in D&D Beyond): Martial Weapon, Melee Weapon / Damage: 1d4 bludgeoning / Properties: Finesse, Light, Reach, Two-Handed / Mastery: Graze
This meteor hammer consists of a chain with a faceted metal rock at one end. The rock catches fire during the attack. The weapon deals an extra 1d6 Fire damage on a hit.
The weapon has 3 charges and regains all expended charges daily at dawn. While holding the weapon, you can expend 1 charge to cast the Melf's Minute Meteors spell. For the duration of the spell, when you use the Attack action, you can, once per turn, replace an attack made with this weapon with the use of one of the spell's meteors. Taking damage can't break your Concentration on the spell if it is cast in this way. The spell's saving throw DC is 15.
Proficiency with a Whip allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.
