The humanoid Small wearing this Amulet gains a halfling visage that is of the same Charismatic countenance of his/her non halfling self. He/She will maintain some of his/her former feature but will look wholly halfling. Someone who has seen this person without the amulet on will have a Perception (WIS) dc12 to spot the difference right off. Even if they fail they will think something odd. If a player prods the wearer he/she may have a follow up roll Investigation (Int) or Insight (Wis) whichever is higher. After that they are simply astounded when they find out.
Yes a human of small stature can use this amulet.
