You have a +1 bonus to attack and damage rolls made with this magic weapon, but only if the last two command phrases used to summon and/or change Obiter Dictum were used within a contextually relevant and logically coherent sentence(/s).
Summon: Whenever a person attuned to Obiter Dictum who is within 60ft, says the phrase “by the way” it materialises in their hand/s (falling to the floor if no hand is free). If the speaker says it accidentally, no bonus actions is required, but a Dexterity check (DC12) is needed to catch it.
Change: Whenever a person attuned to Obiter Dictum who is within 60ft, says the phrase “it seems”, Obiter Dictum will instantly take the form of any common or martial weapon the speaker thinks of. If the phrase is said accidentally, the DM chooses an improvised weapon that Obiter Dictum transforms into.
Proficiency with a Dagger allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Nick. When you make the extra attack of the Light property, you can make it as part of the Attack action instead of as a Bonus Action. You can make this extra attack only once per turn.
