Alia's Torch of Water-Fire

This torch of Alia's is a strange metal torch, and cannot be  lit above land. This torch cannot be lit in the normal air, but can only be lit in water. Underwater this torch provides bright light in a 20-foot radius and dim light for an additional 20 feet.
